State board recognizes students with a perfect ACT score

Board also reviews READ act rules and approves District Performance Frameworks

The Colorado State Board of Education met for a regularly scheduled meeting yesterday and today, Nov. 14 and 15. Highlights from the meeting include:

Perfect ACT Recognition

The Colorado State Board of Education and department honored students from across the state who earned a perfect score on the Colorado American College Test (ACT) during the 2011-2012 school year. Colorado is one of 14 states that provide the ACT to all juniors. The students that scored a perfect 36 on their Colorado ACT are:

The board approved the notice of rulemaking for the Rules for the Administration of the READ Act. Staff walked the board through a presentation on the lessons learned from the Colorado Basic Literacy Act and outlined the outreach effort for the rule development. The board will conduct rulemaking hearings in January and February. The board will vote on the rules in March with final adoption due by March 31, 2013.

Accountability, Performance and Support

The board affirmed the statewide targets established in the school and district performance frameworks. The targets must be considered annually and used by the department in determining the level of attainment on performance indicators, which include student longitudinal academic growth, student achievement levels on the statewide assessments, progress made in closing the achievement and growth gaps, and postsecondary and workforce readiness.

The board also reviewed the department’s recommended district accreditation ratings under the Education Accountability Act of 2009. All districts annually receive a District Performance Framework (DPF) report which determines their accreditation rating. Districts receive one of the following accreditation ratings, from highest- to lowest-performing:

  1. Accredited with Distinction: The district meets or exceeds statewide attainment on the performance indicators and is required to adopt and implement a Performance Plan.

  2. Accredited: The district approaches or meets statewide attainment on the performance indicators and is required to adopt and implement a Performance Plan.

  3. Accredited with Improvement Plan: The district approaches statewide attainment on the performance indicators and is required to adopt and implement an Improvement Plan.

  4. Accredited with Priority Improvement Plan: The district does not meet statewide attainment on the performance indicators and is required to adopt and implement a Priority Improvement Plan.

  5. Accredited with Turnaround Plan: The district does not meet statewide attainment on the performance indicators and is required to adopt and implement a Turnaround Plan.

The percentage of districts Accredited with Distinction increased from 2010, while the percentage of districts Accredited with Priority Improvement or Turnaround Plan has remained the same. Eighty percent of districts received the same plan type in 2012 as they did in 2011.

The top 19 districts with over 80 percent of DPF points were districts Accredited with Distinction. They are: Academy School District 20, Aspen School District 1, Cheyenne Mountain School District 12, Cotopaxi School District RE-3, Eads School District RE-1, Haxtun School District RE-2J, Hinsdale County School District RE-1, Kiowa County School District C-2, Lewis-Palmer School District 38, Littleton Public Schools 6, Moffat School District 2, North Park School District R-1, Ouray School District R-1, Park County School District RE-2, Plateau School District RE-5, Ridgway School District R-2, Steamboat Springs School District RE-2, Swink School District 33 and Telluride School District R-1.

Educator Licensure

Department staff shared public feedback and next steps on The New Teacher Project’s study entitled Making Licensure Matter. Board members discussed next steps and provided guidance to the department.

School Readiness Assessment Recommendations

Staff presented the board with a summary of recommendations from the School Readiness Assessment Subcommittee, public feedback, and department recommendations. Colorado's Achievement Plan for Kids (CAP4K) requires school districts to implement individual school readiness plans and school readiness assessments beginning in the 2013-14 school year. CAP4K also requires the state board to adopt one or more assessments aligned with the department’s definition of school readiness. The department discussed its preference to offer districts a menu of assessments from which to choose, but at this time, Teaching Strategies GOLD is the only assessment that meets the criteria for inclusion on the menu. CDE suggests districts phase in school readiness plans and assessments over two years. In 2013-14 districts that are ready can implement TS Gold and school readiness plans and by 2014-15, all districts implement an assessment from the menu and school readiness plans. The board will vote in December on whether to adopt a single school readiness assessment or offer districts a menu of school readiness assessment from which to choose.


Assistant Commissioner of School Finance Leanne Emm provided highlights from Governor John Hickenlooper’s 2013-14 budget request. If the budget passes, Total Program Funding will increase by $208.5 million; state share, $196 million; local share, $12.5 million. Base per pupil funding increases by $128.55 to $5,971.81 and the estimated growth in students is 8,592. Statewide average per pupil funding will increase by $185.12 from $6,474.24 in FY 2012-13 to $6,659.36 in FY 2013-14. Funding is provided to keep the amount of the negative factor the same as 2012-13 at $1.011 billion. This reduces the negative factor percentage from 16.11 to 15.6 percent. The supplemental full-day kindergarten factor is increased from .08 percent to .097 percent – this is included in Total Program Funding and applies to all districts.

The Early Education Dedicated Fund would require school districts to transfer $70 per at-risk K-12 pupil in the district into a dedicated fund for the support of preschool or full-day kindergarten programs that benefit at-risk children. Transfer is optional for those districts with 200 or less at-risk funded students, plus or minus ten percent. This exception will alleviate the requirement on an annual basis for districts with small changes in enrollment and for small school districts that may not have the resources available to meet the state requirement.

The Quality Teacher Pipeline request proposes that $3.64 per funded pupil be withheld from Total Program funding in order to generate $3,005,960 for a Quality Teacher Pipeline initiative. The goal of the pipeline is to aid in the recruitment and retention of teachers serving rural school districts and those serving high-poverty populations.

Online Learning Studies

CDE department staff presented findings on two studies on online learning. The studies, “A Study of Online Learning: Perspectives of Online Learners and Educators” and “Characteristics of Colorado’s Online Students” are available at

State Board of Education 2013 Legislative Priorities

The board made additional changes to the draft of State Board of Education Legislative Priorities. The board will adopt the final priorities at its December meeting.

BEST Large Project

The state board approved the Building Excellent Schools Today (BEST) 2012-2013 large project list.
